Terms of Use
Marathon Oil Corporation places a high priority on Health, Environment and Safety (HES) and expects superior HES performance from personnel working at any of its locations. The following guidance is provided to contractors wishing to work for Marathon.
Prequalification
Marathon uses PEC/Premier Safety Management (www.pecpremier.com) to gather preliminary information on contractor HES programs and performance. Contractors who provide safety sensitive services at a Marathon worksite are required to register with PEC and maintain a secure, online Standardized Safety Questionnaire (SSQ) as a condition of work authorization. The SSQ and its annual update are administered by PEC. Contractors bidding for work, and who currently subscribe to PEC, should have their SSQ information released to Marathon.
Contractors are requested annually, in the first quarter, to update their SSQ. Failure to meet this requirement within the stipulated timeframe may result in removal from the Approved Vendors List. Where internet access is not available, the SSQ may be completed and submitted via mail or fax. Questions regarding the SSQ should be directed to PEC/Premier at 800-892-8179.
All contractors are further required to meet the following requirements:
a) Implement a subcontractor safety management program, if applicable, and
b) Implement a drug and alcohol screening program that meets Marathon's requirements.
Evaluation and Selection
Contractors who work for Marathon are assigned an alphanumeric HES rating, based on an assessment of their safety culture and incident performance. The information for this assessment is derived from the SSQ.
Safety culture is rated on a scale of A to C in decreasing order of preference and takes into account the contractor's written HES policies and programs. Priority in contractor selection is accorded to contractors who are able to demonstrate that those programs have been implemented. The criteria includes, but is not limited to, leadership and commitment to HES, defined roles and responsibilities, risk management, safety communications, training and competency, standard operating procedures/JSA, planned maintenance arrangements, accident and near miss investigation and follow-up, regulatory compliance, and continuous improvement of HES programs and implementation.
Safety performance is rated on a scale of 1 to 3 in decreasing order of preference. It is based on a comparison of the contractor's 3-year average OSHA Recordable Incident Rate (ORIR) against thresholds established by Marathon annually.
The use of a C3-rated contractor must be authorized in writing by senior management and is subject to implementation of an HES Action Plan for the duration of the work.
Review and Monitoring
Contractors selected to work for Marathon may be audited periodically to verify the existence and implementation of HES programs and other information reported in the SSQ. HES audits may also be performed as part of the contractor selection process or in response to a loss event involving the contractor. High priority audit findings are tracked by Marathon until they have been addressed and closed. Contractors failing to close out audit findings within the stipulated timeframe may be recommended for removal from the Approved Vendors List.
Onsite, contractors may be subject to HES verification, supervision and monitoring by Marathon to assure compliance with HES policies, rules, contractual requirements and statutory requirements. Leading and lagging indicators may be established to evaluate contractor performance in high risk and large projects.
Use of Subcontractors
The use of subcontractors must be pre-approved by Marathon. Approval may be granted, at the discretion of local operations leadership, if the following can be demonstrated:
- subcontractor maintains an online SSQ with PEC and is not ‘C3' rated
- a formal HES review of the subcontractor was performed by contractor, following which corrective actions were taken
- the scope of the review was commensurate with the hazards and risk exposure
- subcontractor has been/will be oriented to contractor and Marathon's HES policies, expectations and requirements
- the subcontractor agrees to abide by Marathon's Drug and Alcohol policy and onsite HES rules throughout the duration of the work
Minimum HES Expectations Onsite
Contractors are expected, at a minimum, to follow or implement the work practices and systems described below while performing work at Marathon worksites.
- Attend an HES orientation provided by Marathon
- Monitor employees for D&A abuse and report nonconformities to Marathon
- Ensure personnel have the required training and competency for their work
- Hold a pre-job/tailgate safety meeting, if two or more employees
- Perform a pre-job safety inspection that includes equipment and their hookup
- Conspicuously identify and oversee the work of Short Service Employees
- Participate in Marathon's BBS hazard reporting system
- Report all injuries, spills, property damage incidents and Near Misses
- Comply with onsite safety rules
- Implement Marathon HES practices and processes (e.g. LOTO), as applicable
- Clean up and restore the worksite after the job is over
- Ensure compliance with regulations at all times
